Steve Bannon, Donald Trump's chief strategies, famously called for the "deconstruction of the administrative state," while others have denounced the "deep state" as a permanent ruling elite committed to circumventing the Constitution and the will of the voters. The administrative state has always occupied a precarious place in the US. There has been an ongoing tension between the need for bureaucracy and a political culture steeped in anti-statism and populism. In this class, we will examine the efforts to expand the reach of the administrative state and efforts to reign in the bureaucracy during the Progressive Era, the New Deal, and the postwar decades, including a detailed discussion of the Trump presidency. This exploration will be grounded in a history of public policy and theoretical debates from across the ideological spectrum. |
